DESTINATION PROFILE: BRITISH COLUMBIA   There was a time that British Columbia didn't particularly need to promote itself.  The stunning beauty of the landscape and the vibrancy of its cities - most notably Vancouver - tended to sell itself.  Now, like most places in Canada - and the rest of the western world for that matter - BC is facing a skills shortage.  That's why the government was out in force at the Emigrate Show.  Theo Kefalas is a British Columbia recruiter who is particularly hoping to import skills from Britain.
